Policy Brief: Restoring Certainty
A targeted vision for housing in Calgary
Dear Calgary,
Calgarians are pulling their weight—working, parenting, and planning for the future. But City Hall is sending mixed signals, creating uncertainty instead of answers.
Will our rent go up… again? Will our kids be able to afford to live in the type of house they grew up in, or better? Can our aging parents stay close? What’s happening in our neighbourhood? Why does it feel like no one’s listening?
We need to restore certainty–for renters, homeowners, and everyone in between. Certainty that:
Hard work earns you a fair shot at a stable, affordable home.
Growth is backed by real-world readiness, such as roads, schools, transit, and utilities.
Communities are partners in shaping change, not bystanders.
City planning is long-term, cost-effective, and focused on outcomes.
There will be a range of housing options that are affordable—for seniors, families, and future generations.
But here’s the challenge: the current blanket rezoning hasn’t delivered that certainty.
It hasn’t built the amount of homes needed, because zoning alone doesn’t build housing— partnerships, infrastructure, and investment do. That’s why we need a targeted plan that:
builds homes faster
at more affordable prices
in greater amounts
and with community involvement.
As mayor, this is my vision for a stronger Calgary—from Dover to downtown, from seniors aging in place to families building their futures. A city that supports working parents, protects renters, and creates real ownership opportunities. Where every type of housing is respected and supported, from single-family homes to rentals to supportive living. Because when Calgarians have housing certainty, our whole city gets stronger.
